HafenCity

Hamburg's youngest neighbourhood, still being built on former port land next to the Speicherstadt, with modern flats on flood-protected plinths, the Elbphilharmonie, promenades, new parks and schools, and the U4. Many families and subsidised flats, but also the city's highest prices.

Overview

HafenCity is a neighbourhood (Stadtteil) in the district of Hamburg-Mitte, on former port and industrial land between the Speicherstadt warehouse district and the Elbe. Its development company describes it as Europe's largest inner-city urban development project: about 157 hectares that enlarge Hamburg's city centre by about 40%.

Planning goes back to the 1990s, the master plan dates from 2000, and the area is being built quarter by quarter from west to east. By the end of 2025 more than 5,500 homes had been completed, according to HafenCity Hamburg GmbH, out of about 8,000 planned. The population register counted 9,308 residents on 31 December 2025 (Statistikamt Nord); the development company's own figure is about 11,000. Up to 45,000 jobs are planned.

Character

HafenCity combines modern glass and brick buildings with the historic warehouses next door. The city portal calls it "a neighbourhood in the making"; reactions range from criticism of wind exposure and a lack of greenery to praise for its varied architecture.

  • Western HafenCity: the most finished part, around the Dalmannkai and Strandkai, with the Elbphilharmonie concert hall at its western tip.
  • Central and eastern HafenCity: newer quarters around the Lohsepark and the Baakenhafen, planned as a "city for everyone" with subsidised, cooperative and building-group housing.
  • Flood protection: buildings stand on raised plinths (Warften), a central part of the area's flood protection concept.
  • Public space: 10.5 km of quay promenades, and 38% of the area is public or publicly accessible space.

Getting around

  • U4
  • S3
  • S5
  • U-Bahn: the U4, running since 2012, connects HafenCity (for example at HafenCity Universität) with Jungfernstieg and the main station and continues to Elbbrücken.
  • S-Bahn: the S3 and S5 stop at Elbbrücken, at the eastern end, where an S-Bahn station opened in 2019.
  • On foot: the city centre, the Speicherstadt and the main station are within walking distance of the western part.

Housing

About 1,700 to 2,200 of the planned 8,000 homes are to be subsidised, according to HafenCity Hamburg GmbH. In January 2026, 25.5% of flats in the neighbourhood were subsidised social housing (Hamburg: 7.6%), one of the highest shares in the city. Many of these require a housing entitlement certificate.

At the same time, HafenCity has the highest prices for owner-occupied flats in Hamburg: about €12,500 per m² in January 2026 (Hamburg average €6,278). Market-rate rentals are correspondingly expensive. Nearly all homes are in apartment buildings.

For families

HafenCity attracts families: at the end of 2025, 26.8% of households included children (Hamburg: 17.5%) and 20.6% of residents were under 18. The neighbourhood profiles list 6 day-care centres (Kitas, March 2026) and 2 primary schools: the Katharinenschule, open since 2009, and the education and family centre at the Baakenhafen, opened in 2023. A secondary school, the Campus HafenCity grammar school, has been under construction since 2025.

Parks include the Lohsepark (since 2016), the Baakenpark leisure island (1.6 hectares, since 2018) and the Grasbrookpark with its playground.

Evenings and nightlife

Mixed evenings

HafenCity has restaurants, cafés and the Elbphilharmonie's concerts, and the western quays are busy with visitors, but most residential streets are quiet in the evening. The city centre and St. Pauli are close by for nightlife.

Worth knowing before you move

Honest trade-offs newcomers mention. They are not reasons to avoid a place.

  • Still a construction area in the east; expect building sites and changing surroundings for years.
  • Exposed to wind on the open quays; storm surges are part of life by the harbour, which is why buildings stand on raised plinths.
  • Large differences between subsidised flats and very expensive market-rate homes.
  • Many visitors around the Elbphilharmonie and the western quays.
