Lisbon is Portugal's most expensive rental market. In the first quarter of 2026 the median rent of new leases in the municipality of Lisbon was €17.42 per m² a month, 8.2% more than a year earlier and well above the national median of €9.46 (INE figures reported by ECO, June 2026). For a 60 m² flat that median would mean roughly €1,045 a month (HomiStart calculation; real asking prices vary widely by area and condition).
The municipality of Lisbon had 545,796 residents in the 2021 census and is divided into 24 parishes (freguesias). Neighbouring municipalities of the metropolitan area are linked to the city by Metro, suburban trains, ferries and buses, and the Navegante Metropolitano pass covers travel across the metropolitan area.

Step by step
Step 1: Set a realistic budget
Plan for the first month's rent, a deposit (caução) of up to two months' rent and up to two months of advance rent, which are the current legal caps; many landlords also ask for a guarantor (fiador). A revision of the rental law under discussion in Parliament in October 2026 could change these caps for new leases.
Step 2: Arrange temporary accommodation first
Plan for short-term accommodation (serviced apartments, rooms in shared flats, student residences or hotels) for your first weeks while you visit flats. For residence visa applications and AIMA you need to give an address and, if you rent or stay with someone, a declaration from the landlord or host, so choose a provider that can issue one.
Step 3: Search in several places
Flats are advertised on private property portals and through estate agencies (imobiliárias), and rooms through room-rental platforms and social networks. Arrenda-se means "for rent". No portal has official status; compare several and ask who pays any agency fee before you commit.
Common terms: T0 (studio), T1 (one bedroom), T2 (two bedrooms); mobilado (furnished); condomínio (building service charges); despesas incluídas (bills included).
Step 4: Prepare your file
Be ready to show your ID, NIF, employment contract and recent payslips or other proof of income, and possibly a guarantor's documents. If you have no Portuguese payslips yet, prepare other proof such as savings statements, a foreign employment contract or pension statements.
Step 5: Visit, check and sign a written lease
Visit in person or by video with someone you trust before paying anything. Check the energy certificate, humidity and heating, and what is included in the rent. Read the lease carefully: duration, renewal, rent, update clause, deposit, who pays which bills and repairs. The lease must be in writing and the landlord must register it with the tax authority. See the guide on tenant rights.
Step 6: Set up utilities and register your address
Once you have the keys, transfer electricity, water and internet into your name or confirm they are included, and update your address with Finanças, AIMA or the town hall, Social Security and your bank.
Public affordable housing options
- Lisbon Affordable Rent Programme (Programa Renda Acessível, PRA): the City Council periodically allocates municipal flats at rents linked to household income through the Habitar Lisboa platform, or in person by appointment for people who cannot apply online. In the May 2025 round described by DECO, Portuguese citizens and foreign citizens with a valid residence document aged 18 or over could apply, households needed income between a minimum and a maximum set for the round, and rent was capped at 30% of net household income (2% less per dependant). Rounds open and close during the year; check the platform for current calls.
- Porta 65 Jovem: national rent support for people aged 18 to 35 (in couples one partner may be 36), managed by the Housing and Urban Rehabilitation Institute (IHRU). Applications are open at any time and can be made with or without a lease; it cannot be used for renting a room (gov.pt, updated September 2026).
Choosing an area
Weigh commute time, Metro and train access and rent level when choosing an area. See the HomiStart neighbourhood profiles for Lisbon and the public transport guide; the monthly Navegante Metropolitano pass costs €40 in 2026 and covers the metropolitan area.
Watch out
Never send money for a flat you have not seen, and be wary of landlords who say they are abroad and ask for a deposit to "reserve" the keys.
Check that the person renting the flat is the owner or authorised by the owner; ask for the lease to be registered with Finanças.
A cheap furnished room advertised as "no contract" may leave you without proof of address, which you need for AIMA and other procedures.
Common mistakes
Waiting to arrive before starting the search, then staying longer than planned in expensive short-term accommodation. Signing a lease that is not in your name when you need it as proof of address.
Tips
Prepare a short folder in Portuguese and English with your documents; it speeds up decisions. Ask your employer or university whether they work with relocation services or student residences. Learn a few housing words (*senhorio*, *contrato*, *caução*, *fiador*, *recibo*) before calling landlords.
Frequently asked questions
Editorial answers written by our team, based on the sources below.
How much is a deposit in Lisbon?
Under the law in force in October 2026, a deposit cannot exceed two months' rent and advance rent is limited to two months by written agreement. Proposed changes could raise these limits for future leases.
Can foreigners apply for Lisbon's affordable rent programme?
In recent rounds, foreign citizens holding a valid residence document in Portugal could apply, subject to the income conditions set for each round. Check the rules of the current call on Habitar Lisboa.
