Dealing with offices

Appointments, originals and patience: dealing with Portuguese public services

Newcomers often find Portuguese administration appointment-driven and document-heavy. What official sources say about appointments, documents and digital services, and practical ways to make it easier.

What newcomers often notice

Newcomers commonly report that:

  • Almost everything needs an appointment (marcação). The tax authority states that NIF requests at tax offices and Citizen Shops must be booked in advance, and many Citizen Shop desks work by appointment.
  • Originals and certified copies matter. The tax authority asks for originals or certified copies, accepts plain copies only together with the originals, and requires certified translations of foreign-language documents.
  • AIMA appointments need planning. AIMA asks residence visa holders without an appointment date to use its contact form, and gives information-only service at some offices. Renewal requests have their own online channel and deadlines.
  • More is moving online. Since August 2025 foreigners can request and obtain the NISS online, and foreign residents with a regular status can request NIF, NISS and SNS numbers together at some Citizen Spaces.

Context

Several bodies, several numbers

Portugal's administration links your records through numbers: the NIF (tax), the NISS (social security) and the SNS user number (health). Each office asks for the others' numbers, so getting them early unlocks the rest.

Digital identity

The government's digital key, the Chave Móvel Digital, simplifies access to many online services. Foreign residents with a residence document and a NIF can activate it in person at a Citizen Space.

Local help

Parish councils (juntas de freguesia) issue residence certificates; in Estrela, for example, people not on the parish electoral roll need two registered residents as witnesses. Local support centres for migrants (CLAIM) give information but cannot look into your AIMA file.

How it varies

  • Office to office. Requirements and waiting times differ between AIMA offices, health centres, parish councils and municipalities. Check the specific office's page before you go.
  • Online vs in person. Some procedures that once needed a counter visit are now online; others, like a first residence permit application, are still in person.

Practical tips

  • Book appointments as early as possible and keep the confirmation email or SMS.
  • Bring originals and copies of every document, plus certified translations of foreign-language documents.
  • Keep every receipt (comprovativo); it often proves that an application is pending.
  • Activate the Chave Móvel Digital once you have a residence document and NIF.
  • Use official channels only and be wary of anyone offering to sell faster appointments.
