Dealing with offices

Paperwork, proofs and online procedures

Proofs of address, registered letters, online portals and long waits for a residence permit are part of life for many newcomers in France. What people commonly run into, why it works this way, and where to get help when a procedure gets stuck.

What newcomers often notice

Newcomers commonly report that administrative procedures take more documents, more patience and more screen time than they expected:

  • Proofs for everything. Many procedures ask for a recent proof of address. For school enrolment in Paris, for example, the City of Paris lists an electricity or gas bill under three months old, a current payment schedule or a tax notice. Campus France's guide for international students notes that monthly rent receipts (quittances de loyer) also serve as proof of address and should be kept.
  • Online first, but not easy for everyone. Most procedures now start online. A survey cited in the Défenseur des droits' 2025 annual report found that fewer than one user in two (49 percent) manages to complete administrative procedures online alone, and that people with a problem often switch to the phone (55 percent) or go in person (33 percent).
  • Residence permits are a pressure point. The same report says complaints about foreigners' rights rose from about 6,000 in 2019 (10 percent of all complaints) to more than 50,000 in 2025 (41 percent). More than three quarters concerned difficulties with prefectures when renewing a residence permit, linked to a lack of staff and malfunctions of the online platform ANEF.
  • Letters still matter. For formal steps, such as putting a neighbour or landlord on notice or referring a case to a conciliation body, official guidance often recommends a registered letter with acknowledgement of receipt (lettre recommandée avec accusé de réception).

Context

Why so many documents

Procedures in France rely heavily on written proof: identity, address, income and status are usually shown with documents, and each body asks for the proofs it needs for its own procedure. That is why the same papers come back again and again. Keeping up-to-date digital copies of your key documents saves a lot of time.

Digital tools that help

  • FranceConnect lets you log in to more than 1,500 public online services with an account you already have, such as impots.gouv.fr, ameli.fr or the La Poste digital identity.
  • The right to make a mistake (droit à l'erreur), introduced by the ESSOC law, means that a first error made in good faith in a declaration should not automatically lead to a penalty; the administration must prove bad faith. It does not cover missed deadlines.

Help in person

The government's France Services offices, 22 of them in Paris, help free of charge with procedures of the CAF, health insurance, tax office, France Travail and others, without an appointment. The phone line Allô Service Public (3939) gives general information on rights and procedures, though it cannot see your personal file.

How it varies

  • Which office. Experiences differ greatly between administrations and between prefectures. Some procedures are entirely online and quick; others need appointments that are hard to get.
  • Your situation. Students, employees, self-employed people and families each have their own set of procedures, and people who need a residence permit have an extra layer of prefecture procedures on top.
  • Language. Most forms and portals are in French. Service-Public.fr offers automatically translated English versions of many information pages, but the French version remains the reference and the procedures themselves usually run in French.

Practical tips

  • Make a folder (paper and digital) with your passport, residence documents, birth certificate, lease, recent bills, rent receipts and payslips. You will reuse them often.
  • Ask your landlord for monthly rent receipts and keep your energy bills: they are your proof of address.
  • Create a FranceConnect login early, for example through your tax or ameli account, to access other services more easily.
  • Keep screenshots and PDF receipts of every online submission, with the date.
  • Send important letters by registered post with acknowledgement of receipt and keep the receipt.
  • If you get stuck online, go to a France Services office or call 3939 for general guidance.
  • If a residence procedure is blocked, the Défenseur des droits handles complaints about public services free of charge.
